Changes to the rules for the provision of cellular services

By Order of the Minister of Information and Communications of the Republic of Kazakhstan dated November 21, 2017, amendments and additions were made to the Rules for the Provision of Communication Services, in particular, subparagraph 8) of paragraph 12 is worded as follows: in case of suspension of the provision of communication services through no fault of the subscriber, the subscription fee is not charged in proportion to the period of suspension of services. In case of suspension of the provision of communication services caused by late payment of the subscription fee by the subscriber, Changes to the rules for the provision of services in cellular communications, the telecom operator recalculates the subscription fee, charging no more than thirty percent of the subscription fee for the period of suspension.

Paragraphs 13, 14, 15 and 16 are worded as follows: The list of additional services is determined by the mobile operator, depending on the technical capability of the cellular network. The mobile operator provides subscribers with free connections according to the List of emergency medical, law enforcement, fire, emergency, help desk and other services, the connection to which is free for users of communication services. Connection to emergency calls by cellular operators, as well as short text messages with the number 1414 are not charged.

To provide subscribers with information related to the provision of cellular services, the cellular operator creates an information and reference service system with a single dialer number for all operators - 116. Other additional numbers may be used at the discretion of the mobile operator. The information and reference service system can function both in the automatic request processing mode (by sending short text messages or a USSD request, or through a personal account, or through other technical capabilities provided by the operator), and in the communication mode with an employee of the information and reference service of the mobile operator.

You can also connect and disconnect communication services through your personal account. Make payments for the rendered communication services, perform other actions provided for by the functionality of the personal account by the subscriber number or group of numbers. The following free information and reference services are provided around the clock in the information and reference service system of the mobile operator: - provision of information on tariffs for services, on the service area of the cellular network; - provision of information to the subscriber on the status of his personal account and on arrears in payment for cellular services; - receiving information from the subscriber about technical malfunctions that prevent the use of cellular communication services; - provision of other information and reference services related to the provision of cellular communication services (receiving complaints about the quality of cellular communication services provided. Accepting suggestions for improving cellular communication services and information about roaming communication services). If necessary, the mobile operator supplements the list of free information and reference services at its discretion.

It is also indicated that the operator determines the list of paid information and reference services independently. Before the start of providing paid information and reference services, the Operator notifies the subscriber of their cost. Cellular communication services are provided on the basis of a contract for the provision of cellular communication services. Concluded between the operator and the subscriber, in accordance with the civil legislation of the Republic of Kazakhstan. At the same time, it is allowed to conclude an agreement using an electronic digital signature.
